The way I read this, he is not selling parts. He's keeping his parts for purposes of negotiations. I want the bike, but I also want X,Y, and Z. Will you throw in X if I buy Y and Z along with the bike?

The Parts are supposed to make the bike sale easier. After, he'll sell what is left.
